Disband Washington. This forces our capital to our largest city, New York. We reestablish Washington on the same spot.

Our capital, New York, is near the center of our nascent civilization. We have control of the best grasslands around New York and  Paris. We have the Russians to our west blocked by the town of Philadelphia, which is built on a hill. We have already completed a temple there, but will follow up with walls, a second spearman and more cultural improvements to remind our people, and the Russian people, of the benefits of the American Way.
