Along the Spree River, grassland with shields and rich fields of wheat  will enrich our new capital. Our worker will build mines and roads to develop the land. We will recruit warriors and send them out to explore our birthright. 


Worker: Our worker will first mine, then road the river grasslands. By the time this has been completed, the cultural boundary of Berlin will expand to encompass the wheat. We will then mine and road the wheat. Finally, we will mine and road the last visible shield to the northwest of Berlin. Berlin will produce settlers, so its population will rarely go above 3-4 during our initial expansion. This frees the worker to build connecting roads.
