Upon our entry into Kyoto, we were greeted by a town  in resistance. We put in place a large military garrison to establish control. We matched this military presence with political means of control. We disbanded units to force-rush the temple while the town was still in resistance. Afterwards, we rushed the cathedral and the colosseum. With the airport completed in Kagoshima, luxuries are flowing like water..

So within five turns, we have convinced the people of Kyoto to adopt the American Way.
